Joe D. Hall, a lifelong resident of Elk City, Oklahoma, is a construction manager, real estate developer, investor, and rancher. Born and raised in Elk City, he graduated with honors from Oklahoma State University in 1983, earning a Bachelor of Science in Civil Engineering and he is a Certified Professional Constructor (CPC).
In 1985, Mr. Hall founded Joe D. Hall General Contractors, where he has served as CEO for four decades. His firm specializes in construction management and building development, with a strong focus on rural communities across Oklahoma and Texas.
Mr. Hall has been an influential leader in higher education, having been appointed by the last three Oklahoma governors to serve on the Oklahoma A&M Board of Regents beginning in 2003. This board oversees institutions including Oklahoma State University, Langston University, Panhandle State University, Northeastern Oklahoma A&M, and Connors State College. As a multi-term chairman, Mr. Hall has provided strategic leadership in presidential and head coach searches and has served as a representative on several key boards, including: The McKnight Foundation, Cowboy Athletics, Oklahoma Veterinary Medicine Authority, and the Fiscal Affairs Committee. He is also a lifetime member of the OSU Alumni Association and continues to support education through the Joe D. Hall Family Scholarship, which has helped over 20 Elk City High School graduates attend Oklahoma State University.
Additionally, Mr. Hall has a devotion to public service through board leadership roles with the Oklahoma Methodist Foundation, the Oklahoma Hall of Fame, and the Wesley Foundation at Oklahoma State University.
Mr. Hall has been a dedicated member of the Interbank Board of Directors since 2007, following its acquisition by Olney Bancshares of Texas. His expertise in construction and business development has been instrumental in supporting the bank’s mission of serving Oklahoma and Texas communities.
Joe married his high school sweetheart, Vickie Blau, in 1984. Together, they have two daughters, Grace (Hall) Allison and Hope (Hall) Becker, and three wonderful grandchildren, Hazel, Ledger, Ivy, and a fourth on the way.
